ULEZ, removals vans and the Congestion Charge on moving day

The short version

What ULEZ costs a removals van

TfL's wording puts vans squarely in scope: "Most vehicles need to meet the ULEZ emissions standards or pay a £12.50 daily charge to drive within the zone. This includes cars, motorcycles, vans and specialist vehicles (up to and including 3.5 tonnes) and minibuses (up to and including 5 tonnes)." A Luton van is typically 3.5 tonnes gross, which is exactly this band.

The standards for that band are Euro 4 for petrol and Euro 6 for diesel. A van that meets them pays nothing, ever. A van that does not pays £12.50 for each charging day it is driven in the zone — and a charging day runs midnight to midnight. Two edges of the rule matter to movers. A short trip inside the zone still incurs the full £12.50. And in TfL's own words, "you don't need to pay the ULEZ charge on a particular day if your vehicle is parked inside the zone and you don't drive it".

The Congestion Charge on moving day

The Congestion Charge is a central-London charge and it ignores the engine — compliant or not, a vehicle in the zone during charging hours pays. From 2 January 2026 it is £18 if paid on the day of travel or in advance, £21 if paid within the 3 days after. The charging hours are 7am–6pm Monday to Friday and 12pm–6pm on Saturdays, Sundays and bank holidays, with no charge between Christmas Day and New Year's Day bank holiday inclusive.

Two details that touch moves specifically:

• It is charged per day, not per trip. A two-day move into the zone is charged twice.
• The old Cleaner Vehicle Discount ended on 25 December 2025. Its replacement gives 25% off for electric cars registered on Auto Pay — cars, not vans, so it will not help a removals vehicle.

For most moves outside the centre, the Congestion Charge never enters the picture. Moving within North London, for instance, only the southern fringes of Camden and Islington come anywhere near the zone. It bites when you are moving into or out of central London itself — and then it is £18 per day the van enters the zone in charging hours.

Where these charges land on your quote

The charges belong to TfL and are set by TfL; no removals firm controls them. What a firm does control is honesty about them. Our approach is the same as with parking suspensions: any road charge a move genuinely incurs goes on the quote itemised at cost, so you can see it rather than find it folded into a round number.
