Hackney parking suspension: why a dispensation cannot cover a Luton

Hackney sells two documents for moving day, and buying the wrong one buys a penalty notice. The cheap one — a £25.50 dispensation — caps the vehicle at 2.27m high and 5.25m long. A Luton van is roughly 3.2 to 3.5m high and 6.5 to 7m long, so the document cannot cover it, at any price. For a real removals van, only a Hackney parking suspension works. That needs 7 working days' notice, and the clock does not start until the next working day after you apply.
The short version
- The dispensation caps the vehicle: 2.27m high, 5.25m long, 3,500kg unladen. A Luton exceeds two of the three.
- Suspension fees: £100 admin plus £44 a bay — or £96.50 and £42.50 on Hackney's own price list. Both versions are printed below.
- House move concession: the bay fee is waived for up to 3 bays on the first day. A one-day move pays the admin fee only.
- Notice: 7 working days, counted from the next working day after you apply.
- Suspended bays are enforced on bank holidays, and the charge applies whether the zone's hours are running or not.

Why a Hackney parking suspension is the only cover for a Luton
Hackney's dispensation page sets the vehicle limits in plain terms: the vehicle "must not exceed: height: 2.27m (7′ 5″); length: 5.25m (17′ 3″); unladen weight: 3,500kg (7,716lb)". Measure any Luton against that and it fails on height by around a metre and on length by well over a metre.
So a customer who buys a Hackney dispensation for a Luton removals van has paid £25.50 for a document that does not cover the vehicle parked under it. The council's own advice completes the picture: "dispensations do not guarantee a parking space - apply for a parking suspension if you need a dedicated parking bay."
It may have been uprated since. The size caps, not the price, are the reason it fails for a removals van — and those are on the current page.

What it costs — and why we print two sets of figures
Hackney's own pages disagree with themselves, three ways. The suspension page's prose says one set of numbers; the moving-home section on the same page, and the price list the council links to, say another.

The moving-home paragraph on the web page itself uses £96.50, two lines above a worked table that uses £100. We print both because Hackney prints both. Any page quoting one confident Hackney figure has silently picked a number the council has not settled.
The house move concession is real either way: the bay fee is waived for up to 3 bays on the first day of a suspension booked for moving. Hackney's own worked examples, from its table:

Each space is a 5m section of kerb where not individually marked. Suspensions run up to 6 months at most, and each road needs its own application with its own admin fee.
Seven working days that start tomorrow
Hackney's wording is precise: "You must apply at least 7 working days before you want the suspension to start. The 7 days start the next working day after applying." Apply on a Friday and the count starts on the Monday — so a Friday application is really nine or ten calendar days before the earliest possible start, not seven.
- Applications are online only. There is no phone or postal route.
- Miss the window and the late admin fee is £161 — or £155, depending on which Hackney document you read.
- Warning notices go up on street around 3 to 7 days before the suspension starts.
That covers carrying boxes to a car. It does not cover a full house move with a van at the kerb all morning.
Rules that bite on the day
Hackney's suspension keeps working when other boroughs' stop, and stops helping where people assume it would:
- The charge applies whether the bay is suspended during the zone's controlled hours or not — Hackney charges for sole use of the space, not for enforcement hours. This is the opposite of Haringey's rule.
- Suspended bays are enforced on bank holidays, even though ordinary resident bays are not.
- If a vehicle is parked in your suspended bay, it is your responsibility to contact the council — and "removal services are not part of the parking suspension service". Report on 020 8356 8290 (Monday to Friday, 9am–5pm) or 020 8356 7555 evenings and weekends. Removed vehicles go to the pound in Edmonton.
- There is no refund for a suspension that is correctly signposted but blocked.
- Misusing a suspended bay carries a £500 fee.
- Red routes are not Hackney's to suspend at all — those belong to TfL: see moving house where the council cannot help.
If the dispensation does fit your move
For a car or a van inside the size caps, the dispensation is legitimate: each one covers 1 parking space for 1 day, and a house move can apply for 1 or 2. It is valid in designated bays, on single yellow lines, in pay and display bays and permit holder bays. It is not valid on red routes, double yellow lines, blue badge bays or suspended bays. Hackney delivers the permit within 4 working days of approval, and asks for proof of address or the removal company's details, including the vehicle registration.
Questions we get about Hackney parking
Can we just get the £25.50 dispensation for the removals van?
No. The caps are 2.27m high and 5.25m long, and a Luton exceeds both. The dispensation would not cover the vehicle, and the PCN arrives anyway. A suspension is the only document that works for a full-size removals van in Hackney.
What does a one-day house move suspension cost?
The admin fee only, for up to 3 bays: £100 on the suspension page, £96.50 on the council's price list. Hackney prints both, so we do too.
When do we need to apply?
At least 7 working days ahead — and the count starts the next working day. Applying on a Friday means the earliest start is nine or ten calendar days out. Book the bay before you book the van.
Our move is on a bank holiday. Does the suspension still hold?
Yes. Suspended bays are one of the restrictions Hackney enforces on bank holidays, even while resident bays go unenforced.
